Introduction
Thank you for purchasing the BAOFENG UV-16 series amateur portable radio, which is a dual-band transceiver with dual displays / dual clock. This easy-to-use device will provide you with safe, instant, and reliable communication with maximum efficiency.
Please read this manual carefully before use. The information provided here will help you achieve maximum performance of your radio receiver.
This manual applies to the following products: amateur radio receivers of the UV-16R, UV-16S, UV-16X, UV-16Plus, UV-16Pro, and UV-16 series.

(!) CAUTION! When programming the radio, first read the factory software data and then flash this data with your settings, frequency, etc. into the transceiver. Otherwise, errors may occur. You may use a programming cable with a PC to set the permitted frequency, bandwidth, power, etc. Programming must comply with the requirements of your FCC license (or other EU country regulations).
(!) CAUTION! Before using this product, familiarize yourself with the information on radio frequency energy exposure and safe usage. This device comes with instructions on safe use, radio frequency energy information, and compliance with applicable standards and regulations for FRS, GMRS, MURS, PMR446. You may be tempted to use FRS, GMRS, MURS (in the USA), or PMR446 (in Europe) frequencies. However, note that there are restrictions on these bands that make use of this transceiver illegal.
In the Russian Federation, license-free frequency bands LPD and PMR are permitted.
1. SAFETY INFORMATION
The following precautions must be observed during operation, maintenance, and repair of this device.
• Repair and maintenance of the Baofeng UV-16 radio must be carried out by qualified personnel at an authorized service center.
• Do not modify the design of the radio!
• Use chargers and batteries manufactured or certified as replacements by BAOFENG.
• Turn off the radio before entering an area with explosive or flammable substances.
• Do not use radios with a damaged antenna. Contact of a damaged antenna with body parts may result in burns.
• Do not charge the battery in areas with explosive or flammable substances.
• To avoid creating electromagnetic interference or compatibility issues, turn off the radio where required, especially where signs remind you to do so.
• Turn off the radio before boarding an aircraft. Any use of the radio must comply with airline rules or crew instructions.
• Turn off the radio before entering an area where blasting operations are being conducted.
• For vehicles equipped with airbags: do not place Baofeng UV-16 radios in the deployment zone of airbags or directly on their covers.
• Do not expose the radio to direct sunlight, and do not leave it near a heat source.
• When transmitting with the radio, hold it vertically at a distance of 3–4 cm from your face. Keep the antenna at least 4 cm away from your body.

The Baofeng UV-16 radio complies with the following radio frequency emission standards and guidelines:

Operating recommendations
To control radio emission exposure and ensure compliance with occupational exposure/environmental exposure standards, always follow these procedures.
• Do not remove the radio frequency emission label from the device.
• When transferring the device to other users, include the user information instructions.
• Do not use this device if the operating requirements described in this document are not met.
• Transmission should not exceed a nominal duty cycle of 50% of the time. To transmit (talk), press the Push-to-Talk (PTT) button. To receive calls, release the [PTT] button. A duty cycle of 50% or less is important because the radio generates measurable radio frequency energy only during transmission (from a compliance measurement perspective).
• Hold the radio at least 2.5 cm from your face. It is important to keep the radio at the correct distance, as radio frequency exposure decreases as the antenna moves away. The antenna should be kept away from the face and eyes.
• When worn on the body, always place the radio in a holder, case, holster, body harness, or use a clip suitable for this product. Use of non-certified accessories may lead to exposure levels that exceed the FCC limits for radio frequency exposure in the workplace/environment.
• Use of unauthorized antennas, batteries, and accessories may cause the radio to exceed FCC radio frequency emission guidelines.
• Contact your local dealer for additional product accessories.
Precautions for portable radios. Usage prohibitions
To protect yourself from property loss, injury, or even death, be sure to follow these safety instructions:
1. Do not use the product in areas containing fuel, chemicals, explosive atmospheres, or other flammable or explosive materials. In such locations, only a certified explosion-proof model is permitted, but any attempt to assemble or disassemble it is strictly prohibited.
2. Do not use the product near or in blasting areas.
3. Do not use the product near medical or electronic equipment vulnerable to radio frequency signals.
4. Do not hold the product while driving.
5. Do not use the product in areas where the use of wireless communication equipment is completely prohibited.
Operating prohibitions
To help you use the product better, be sure to follow these instructions:
1. Do not use unauthorized or damaged accessories.
2. During transmission, keep the product at least 2.5 cm away from the body.
3. Do not keep the product at high volume for extended periods of time.
4. For vehicles with airbags, do not place the product above the airbag or in the deployment zone.
5. Keep the product and its accessories out of reach of children and pets.
6. Use the product within the specified temperature range.
7. Continuous transmission for long periods may lead to heat buildup inside the product. In this case, please keep it in an appropriate place for cooling.
8. Handle the product with care.
9. Do not disassemble, modify, or repair the product and its accessories without authorization.
Battery charging precautions
To protect yourself from property loss, injury, or even death, be sure to follow these safety instructions:
1. Do not charge or replace the battery in areas containing fuel, chemicals, explosive atmospheres, or other flammable or explosive materials.
2. Do not charge a wet battery. Please dry it with a soft, clean cloth before charging.
3. Do not charge a battery that is deformed, leaking, or overheating.
4. Do not charge the battery with an unauthorized charger.
5. Do not charge the battery in areas with strong radiation.
6. Overcharging is always prohibited, as it may reduce the service life of your battery.
Maintenance instructions
To ensure proper operation of the battery and extend its service life, be sure to follow these instructions:
1. Accumulation of dust on the charging connector may interfere with normal charging. Please use a clean and dry cloth to wipe it regularly.
2. It is recommended to charge the battery at a temperature of 5°C~40°C. Failure to observe this limitation may shorten the battery life or even cause leakage.
3. To charge the battery attached to the unit, turn off the radio to ensure full charging.
4. Do not remove the battery or disconnect the power cord during charging to ensure a smooth and continuous charging process.
5. Do not throw the battery into fire.
6. Do not expose the battery to direct sunlight for a long time and do not place it near other heat sources.
7. Do not squeeze, puncture, or disassemble the battery.
Transportation instructions
1. Transportation of damaged batteries is prohibited.
2. To avoid short circuits, separate the battery from metal parts or from each other if two or more batteries are transported in one package.
3. The radio must be turned off and locked from switching on if the battery is connected.
The contents of the shipment must be specified in the shipping documents and on the battery transport label on the package.

2. Battery charging
2.1 Charging the lithium-ion battery
The lithium-ion battery is not charged at the factory; please charge it before use. Charging the battery for the first time after purchase or after long-term storage (more than 2 months) may not result in full maximum working capacity.
Optimal performance will require two or three complete charge/discharge cycles before the battery reaches its best capacity.
The battery life may be exhausted when its operating time decreases, even if it has been fully and properly charged. In this case, replace the battery pack.
2.2 Supplied charger
Please use the specified charger provided by BAOFENG. Other models may cause explosion and injury. After installing the battery, if the radio shows a low battery level via voice prompt, recharge the battery.
2.3 Caution with lithium-ion batteries
a. Do not short-circuit the battery terminals or throw the battery into fire. Never attempt to remove the housing of the battery, as BAOFENG is not responsible for any accident caused by battery modification.
b. The ambient temperature should be within 5°C–40°C (40°F–105°F) when charging the battery. Charging outside this range may result in incomplete charging.
c. Please switch off the radio before inserting it into the charger. Otherwise, this may interfere with proper charging.
d. To avoid interrupting the charging cycle, do not disconnect the power or remove the battery during charging until the green indicator lights up.
e. Do not overcharge the battery once it is fully charged. This may shorten the battery life or damage the battery.
f. Do not charge the battery or radio if they are wet. Dry them before charging to avoid damage.

WARNING!
When keys, decorative chains, or other electrical metals come into contact with the battery terminals, the battery may be damaged or cause injury. If the battery terminals are short-circuited, a large amount of heat will be released.
Be careful when carrying and using the battery. Always place the battery or radio in an insulated container. Do not place it in a metal container.
2.4 How to charge
a. Connect the AC adapter to an AC outlet, and then connect the adapter cable to the DC connector located on the back of the charger. The indicator flashes orange, after which the battery is ready for charging.
b. Connect the battery or radio to the charger. Make sure the battery terminals are in good contact with the charging terminals. The indicator glows red – charging begins.
c. Full battery charging takes about 2–5 hours. When the indicator turns green, charging is complete.
d. Remove the battery or the radio with the battery from the charging slot.
When charging the radio (with the battery), the indicator will not turn green to show full charging if the radio is turned on. Only when the radio is off will the lamp show normal operation. The radio consumes energy when turned on, and the charger cannot determine the correct battery voltage when the battery is fully charged. Thus, the charger will continue charging in constant voltage mode and cannot correctly indicate when the battery is fully charged.
2.5 Charger LED indicator
Use only chargers recommended by the manufacturer. The LED color on the charger displays the charging process:

(!) NOTE: Error means the battery is too hot, a short circuit in the battery, or a short circuit in the charger.
2.6 Battery storage
a. If the battery needs to be stored for a long time, keep it discharged to about 80%.
b. It should be stored at a low temperature and in a dry environment.
c. Keep it away from hot places and direct sunlight.

• Do not short-circuit the battery terminals.
• Never attempt to remove the housing of the battery.
• Never store the battery in an unsafe place, as a short circuit may cause an explosion.
• Do not place the battery in a hot environment and do not throw it into fire, as this may cause an explosion.
3. Installing accessories
Before the radio is ready for use, the antenna and battery must be attached, and the battery must be charged.
3.1 Installing/removing the antenna
a. Installing the antenna: Screw the antenna into the connector on the top of the transceiver, holding the antenna by the base and turning it clockwise until fully tightened.
b. Removing the antenna: turn the antenna counterclockwise to remove it.
3.2 Installing the belt clip
If necessary, install the belt clip on the rear of the unit using the two screws included in the package, as shown in the illustration.
a. Install the locking head: Insert the locking head of the belt clip into the slot on the back of the radio and tighten the screws.
b. Insert the belt clip: Slide the fixed head of the clip along the guide of the rotating rear clip until it clicks into place.
c. Remove the belt clip: Use a suitable tool to press the latch upward until it is released, then press the clip with your thumb until it is removed.

Important!
Do not use glue to secure the mounting screws. Solvents contained in the glue may damage the battery housing.
3.3 Installing the battery
Before attaching or removing the battery, make sure the radio is turned off by turning the power/volume knob fully counterclockwise.
Insert the two tabs on the front of the battery into the slots at the bottom of the radio, then press the lower part of the battery and turn the locking knob clockwise.
Removing the battery
Turn off the radio. Then turn the locking knob counterclockwise to detach the lower part of the battery from the transceiver body and remove the battery backward.
3.4 Installing an external speaker/microphone (optional)
a. Using a flathead screwdriver, turn the screw at the bottom end of the cover counterclockwise to remove the headset cover.
b. Insert the protruding part of the lower end of the headset into the slot indicated by the arrow in the figure below, then align the nut at the top end of the headset with the corresponding threaded hole of the transceiver and turn it clockwise until tightened.
(!) NOTE: Please install the accessories correctly; otherwise, it may affect the waterproof performance of this product.

4.1 Appearance and controls of the transceiver

4.2 LCD display of the Baofeng UV-16
1. These symbols show that you have set DCS or CTCSS code in TX or RX. In TX mode it appears during transmission, and in RX mode it is also displayed in standby.
2. Received signal strength indicator.
3. Low power selection.
4. This letter appears when the Dual Watch function (dual frequency monitoring) is active.
5. VOX (voice activation) function enabled.
6. Appears when positive frequency shift is active.
7. Appears when negative frequency shift is active.
8. Reverse frequency.
9. Narrow bandwidth: N = narrow. When wide (W) bandwidth is active, the icon is not displayed.
10. This icon indicates keypad lock. To unlock, press [#].
11. Battery level indicator. When the battery is nearly discharged, the icon starts flashing and transmission is blocked. The radio must be charged.
12. Indicates the saved channel number.
13. When the radio is on in receive mode, this icon is displayed.
14. Depending on the setting, it shows the frequency in use, channel name, menu settings, etc.
15. Indicates the VFO in use and the current menu or function setting. This icon is displayed next to the active band or menu setting.
Battery level indicator
When the battery indicator shows
– the battery is discharged. At this point, the radio will periodically emit an audible signal, the display backlight will flash, and when voice prompts are enabled, an announcement of “Low voltage” will be heard, indicating that the battery must be replaced or the radio must be placed in the charger.
4.3 Transceiver status indicator
The status LED has a very simple logic of operation:
Solid red – Transmission
Solid green – Reception
4.4 Main keypad operation
• [SOS button]: Press and hold to activate the alarm function. Press again to disable this function.
• [SK1] key: Short press to turn on the FM radio. Press again to turn it off.
• [SK2] key: Short press to turn on the flashlight. Press again to switch the flashlight to strobe mode. Press [SK2] a third time to turn off the flashlight. To activate the “Monitor” function, press and hold the [SK2] button.
• [MENU] key: Used to activate the MENU, select each MENU item, and confirm the parameter.
When the radio is off, press and hold this button to power on the radio, allowing you to switch between frequency mode (VFO) and memory mode (MR).
To store frequencies into channel memory, you must be in frequency mode (VFO). Memory mode is sometimes also called channel mode.
• [▲] key: Press and hold for more than 2 seconds to quickly increase the channel and frequency;
in SCAN mode, press this control to move the scan upward.
• [▼] key: Press and hold for more than 2 seconds to quickly decrease the channel and frequency;
in SCAN mode, press this control to move the scan downward.
• [EXIT] key: Press to exit menus and functions. A/B (appears on the display): Press to select the desired frequency (VHF or UHF) on the main or sub display. While listening to FM broadcast, the [EXIT] key switches to the 76–108 MHz band.
• Numeric keypad
With these keys you can enter information or selections on the radio. In transmit mode, press the numeric keys to send the corresponding DTMF code.
• *SCAN: Short press to enable reverse scanning. While listening to FM broadcast, a short press will start scanning. FM broadcast scanning will stop once an active station is found, regardless of the resume method. To enable the scanner, press and hold the [*SCAN] key for about two seconds.
• [0SQL]: The Baofeng UV-16 is equipped with a battery voltage meter, which shows the current battery voltage on the display. To see the displayed voltage, press and hold the [0SQL] key for two seconds.
• [# key]: Short press the [#] key to switch the transmitter output power level (High / Middle / Low). Press and hold for more than 2 seconds to lock/unlock the keypad.
5. BASIC OPERATIONS
5.1 Turning on the Baofeng UV-16
• Powering on the device
To power on the device, simply rotate the power/volume knob clockwise until you hear a click. If your radio powers on correctly, after about one second a double beep will sound, and the screen will either display a message or flash depending on the settings for about one second. Then it will display the frequency or channel. If voice prompt is enabled, the voice will announce “frequency mode” or “channel mode.”
• Powering off the device
Turn the power/volume knob fully counterclockwise until you hear a click. The device is off.
5.2 Volume adjustment
To increase the volume, turn the power/volume knob clockwise. To decrease the volume, turn the power/volume knob counterclockwise. Be careful not to turn it too far, as you may accidentally switch off the radio.
5.3 Calling
(!) NOTE: Press the [EXIT] key to switch the main channel to another channel if two channels are displayed. When off, press and hold the [MENU] key to power on the radio; it will switch between frequency mode or channel mode.
• Calling in channel mode: After selecting the channel, hold down the [PTT] key to initiate a call on the current channel. Speak into the microphone in a normal tone. To initiate a call, the red LED lights up.
• Calling in frequency mode: When off, hold down [MENU] to power on the radio, switching to frequency mode (VFO). Within the permitted frequency range, press the [PTT] button to call on the current channel. Speak into the microphone in a normal voice. To initiate a call, the red LED lights up.
• Receiving a call: When you release the [PTT] button, the radio switches to receive mode without any further action. When a call is received, the green LED lights up.
(!) NOTE: To ensure the best reception volume, keep a distance of 2.5 cm to 5 cm between the microphone and your mouth during transmission.
5.4 Channel selection
There are two operating modes: frequency mode (VFO) and channel or memory mode (MR).
For everyday use, channel mode (MR) is much more practical than frequency mode (VFO). However, frequency mode (VFO) is very convenient for field experimentation. Frequency mode (VFO) is also used for programming channels into memory.
In channel mode (MR), you can move up and down through the channels using the ^ / ¡ keys. Ultimately, which mode you use will depend entirely on your application.
5.5 Frequency mode (VFO)
In frequency mode (VFO), you can move up and down the band using the ^ / ¡ keys. Each press will increase or decrease your frequency according to the frequency step you have set for the transceiver. You can also enter frequencies directly using the numeric keypad, accurate to the kilohertz.
In the following example, a frequency step of 12.5 kHz is assumed.
Example: Entering the frequency 432.6125 MHz on display "A"
a. When off, hold the [MENU] button to power on the radio, switching to frequency mode (VFO).
b. Press [EXIT] until the ^ icon appears next to the top display.
c. Enter [4][3][2][6][1][2][5] on the numeric keypad.

WARNING!
The fact that you can program a channel does not mean you are automatically authorized to use that frequency. Transmitting on frequencies you are not licensed for is illegal and in most jurisdictions is a serious offense. If caught transmitting without a license, you may face fines or, in the worst case, imprisonment. However, in most jurisdictions it is legal to listen. Contact your local regulatory authority for more information on which laws, rules, and regulations apply in your area.
5.6 Channel (MR) mode
Using channel mode (MR) depends on the actual programming of certain channels for use. Once you have programmed and prepared the channels, you can use the ^ / ¡ keys to move between channels.
.6. ADVANCED FEATURES
6.1 Frequency scanning
This function allows you to scan frequencies.
a. In frequency mode, hold the [*SCAN] key for more than 2 seconds. The radio will start scanning frequencies according to the set frequency step.
b. You can change the scanning direction using the ^ / ¡ keys.
c. Press any key to stop scanning.
(!) Note: See menu No.18 for scan mode.
6.2 Channel scanning
This function allows you to scan channels.
a. In channel mode, press and hold the [*SCAN] key for more than 2 seconds. The radio will start scanning according to the channels you have selected.
b. You can change the scanning direction using the ^ / ¡ keys.
c. Press any key to stop scanning.
(!) Note: See menu No.18 for scan mode.
6.3 CTCSS/DCS code search
This function allows you to search for and store the CTCSS/DCS code used by other radios.
Procedure:
a. In frequency mode, press [MENU]+[1][1].
b. Press the [MENU] button again.
c. Press the [*SCAN] button; the "CT" symbols will flash on the display.
d. When another radio is transmitting, the CTCSS/DCS code will be displayed.
e. After finding the CTCSS code, the radio will beep and stop scanning.
f. After setting, press the [MENU] button to confirm and save, or press [PTT] or [EXIT] to return to standby mode.

NOTE 1: DCS scanning follows the same procedure as CTCSS, but you must select MENU+10 to start scanning.
NOTE 2: If CTCSS does not find a code, you may search in DCS mode.
6.4 Cursor ^ / ¡ Conversion (A/B)
Press the [EXIT] button to move the cursor up and down. You can then change or confirm the parameters indicated by the cursor.

Important 1: The Baofeng UV-16 has a dual-frequency display function. In frequency mode, you will see two different transmit and receive frequencies on the display, while in channel mode, two different channels will be displayed.
Important 2: In frequency or channel mode, press the [EXIT] button to switch between main channel A and sub channel B.
^ on the display shows which channel (main channel A or sub channel B) you are operating on.
¡ is displayed next to the channel.
6.5 Quick selection of high/low power
In channel mode, press the [#] button to switch between high/low power.
6.6 Keypad lock
This function locks the keypad to prevent accidental pressing of controls. To unlock the keypad, press [#] for more than 2 seconds.
6.7 FM radio (FM)
The frequency range for FM radio listening is 76–108 MHz. While listening to FM broadcast, press [EXIT] to switch to the 76–108 MHz band.
a. In frequency or channel mode, press [SK1] to turn on FM radio.
b. Select the desired radio frequency using the ^ / ¡ keys or enter the frequency directly. Alternatively, press [*SCAN] for automatic station search.
c. Press [SK1] to exit FM radio mode.
(!) Note: While you are listening to FM radio, the transceiver will automatically switch to the A/B signal channel or frequency when another signal is received. The radio will switch from FM mode to the frequency or channel mode for normal transmission and reception. When the other transmission ends, the radio will automatically switch back to FM radio mode.
6.8 Flashlight
This function is very useful for night lighting. To turn it on, press MON; press again for strobe flash; press again to turn off the flashlight.
6.9 TX 1000 Hz, 1450 Hz, 1750 Hz, 2100 Hz repeater tones
Press [PTT] + [SOS] to send a 1750 Hz repeater tone. This function is useful for accessing repeaters.
If keypad lock is enabled, you can still send a 1750 Hz tone in the normal way without unlocking the radio.
6.10 Manual programming (channel memory)
Memory channels are a simple way to store frequently used frequencies so they can be easily recalled later. The Baofeng UV-16 PRO has 128 memory channels, each capable of storing: receive and transmit frequencies, transmit power, group signaling information, bandwidth, ANI/PTT-ID settings, and a six-digit alphanumeric identifier or channel name.
Frequency mode and channel mode
When off, press and hold the [MENU] key to power on the radio; this allows switching between frequency mode and channel mode.
These two modes have different functions and are often confused.
Frequency mode (VFO): Used for temporary frequency assignment, such as test frequency or quick programming in the field, if permitted.
Channel mode (MR): Used for selecting pre-programmed channels.
Example 1. Programming a repeater channel offset with CTCSS tone
EXAMPLE
New memory entry for channel 10:
RX = 432.000 MHz
TX = 437.000 MHz (+5 MHz offset)

a. Navigate menus by pressing [EXIT].
b. Switch the radio to VFO mode by pressing [V/M]. The channel number on the right disappears.
c. [MENU] [2][8] [MENU] [1][0] [MENU] [EXIT] deletes previous data in channel (example: 10).
d. [MENU] [1][3] [MENU] 123.0 [MENU] [EXIT] selects desired TX coding tone.
e. Enter the receive frequency (e.g., 432000).
f. [MENU] [2][7] [MENU] [1][0] [MENU] enter desired channel (e.g., 10).
-->> [EXIT] RX frequency added.
g. Enter the transmit frequency (e.g., 437000).

i. [V/M] return to MR mode, and the channel number reappears.
Example 2. Programming a simplex channel with CTCSS tone

6.11 Programming for repeater operation
The following instructions assume that you know the transmit and receive frequencies used by your repeater and that you are authorized to use it.
a. Switch the radio to VFO mode by pressing [V/M]. The channel number on the right disappears.
b. Use the numeric keypad to enter the repeater’s output (your receive) frequency.
c. Press [MENU] to enter the menu.
d. Enter [2][6] on the numeric keypad to access frequency offset.
e. Press [MENU] to confirm selection.
f. Use the numeric keypad to enter the specified frequency offset. See section “26 OFFSET – Frequency shift amount” for details.
g. Press [MENU] to confirm and save.
h. Enter [2][5] on the numeric keypad to access offset direction.
i. Use the ^ / ¡ keys to select + (positive) or - (negative) offset.
j. Press [MENU] to confirm and save.
k. Optional:
a) Save to memory, see “Manual programming” section for details.
b) Set CTCSS; see “CTCSS” section for details.
l. Press [EXIT] to exit the menu. If everything is set correctly, you will be able to perform a test communication through the repeater.

NOTE:
If you experience problems connecting to the repeater, check the settings and/or repeat the procedure. Some amateur radio repeaters (especially in Europe) use a 1750 Hz tone burst to open the repeater. To see how this is done with Baofeng P52UV, see the section “1750 Hz tone pulses.”
If you still cannot establish a connection, contact the radio system administrator at your workplace or your local amateur radio club, depending on the circumstances.
If for any reason you wish instead to listen to the repeater input frequency, press the [*SCAN] button, and you will swap the transmit and receive frequencies.
This condition is displayed on the LCD with the letter R in the top row, next to the “+” and “-” offset direction symbols.
7. MENU OPERATION
For complete information about available menu items and parameters, see Appendix C. Menu operations.
(!) Note: In channel mode it is not possible to configure the following functions: CTCSS/DCS tones, wide/narrow bandwidth, PTT-ID, busy channel lock, editing channel name.
7.1 Basic usage
Using the menu with arrow keys
a. Press [MENU] to enter the menu.
b. Use the ^ / ¡ keys to navigate between menu items.
c. Once you find the desired menu item, press [MENU] again to select it.
d. Use the ^ / ¡ keys to select the desired parameter.
e. When you have selected the parameter you want to set for this menu item;
a) To confirm the selection, press [MENU], which will save your settings and return you to the main menu.
b) To cancel changes, press [EXIT], which will reset this menu item and exit the menu completely.
f. To exit the menu at any time, press the [EXIT] button.
7.2 Using shortcuts
As you may have noticed in "Appendix C. Menu operations," each menu item has a numerical value associated with it. These numbers can be used to directly access any menu item.
Parameters also have associated numbers; see "Appendix C. Menu operations" for details.
Using the menu with shortcuts
a. Press [MENU] to enter the menu.
b. Use the numeric keypad to enter the menu number.
c. To enter the menu item, press the [MENU] button.
d. To enter the desired parameter, you have two options:
a) Use the arrow keys as described in the previous section; or
b) Use the numeric keypad to enter the quick access numeric code.
e. As in the previous section:
a) To confirm the selection, press [MENU], which will save your settings and return you to the main menu.
b) To cancel changes, press [EXIT], which will reset this menu item and exit the menu completely.
f. To exit the menu at any time, press the [EXIT] button.
g. In all further examples and procedures in this manual, quick numeric menu keys will be used.
7.3 Functions and operations
(1) Squelch level (SQL) – MENU No.0
This function allows you to adjust the squelch at 10 different levels:
• Level 0: open squelch. With this setting, the Baofeng UV-16 will detect all signals, including the weakest, but will also receive background noise or unwanted signals.
• Levels 1–9: Level 1 (lowest squelch level), Level 9 (highest squelch level).
If the squelch is set to the highest level, the radio will only receive the strongest signals.
(2) Frequency step (STEP) – MENU No.1
This function allows you to select the desired frequency step.
Selectable steps are: 2.5 / 5.0 / 6.25 / 10.0 / 12.5 / 20.0 / 25.0 / 50.0 kHz
(!) Note: This function cannot be changed in channel mode.
(3) Transmit power (TXP) – MENU No.2
In this menu you can select high/medium/low transmit power.
Low power ?1 W; Medium power ?2 W; High power ?5 W
(!) Note: Selecting transmit power can improve communication quality, and low transmit power can reduce radiation and battery consumption. Press the quick access key “#” to switch between high and low transmit power.
(4) Battery saver (SAVE) – MENU No.3
The power-saving function reduces battery consumption when the radio is in standby mode. You have 5 options: OFF / 1:1 / 1:2 / 1:3 / 1:4.
Example: 1:1 = 1 second operating and 1 second battery saving. 1:2 = 1 second operating and 2 seconds battery saving.
(5) VOX function (VOX) – MENU No.4
The VOX (voice-operated mode) function allows you to use hands-free operation: simply speak toward the microphone, and transmission will be activated automatically.
You can select one of 11 levels: OFF–10. Level 1 is the highest sensitivity, level 10 is the lowest.
(!) Note: The higher the level, the higher the microphone sensitivity. The VOX function cannot be changed in SCAN or FM radio modes.
(6) Wide/narrow bandwidth (WN) – MENU No.5
This function is used to set the radio’s operating bandwidth. You can select between wide or narrow bandwidth.
WIDE: 25 kHz, NARROW: 12.5 kHz
(!) Note: This function cannot be changed in channel mode.
(7) Backlight (ABR) – MENU No.6
This function allows you to set the automatic backlight turn-off time (1–5 s). Note: We recommend setting levels 4–5 s.
(8) Dual watch (TDR) – MENU No.7
When this function is enabled, you can simultaneously receive signals on channels A and B. If a signal is detected, the ^ / ¡ indicator will flash on the corresponding channel or frequency.
(!) Note: In dual watch mode you can freely change channel A/B or frequency parameters.
(9) Keypad beep (BEEP) – MENU No.8
When this function is enabled, you will hear a beep every time a button is pressed.
(10) Time-out timer (TOT) – MENU No.9
The TOT function is used to prevent excessively long transmissions and to limit transmission time: TOT temporarily stops transmission if the radio is used beyond the set maximum time (e.g., 15 s, 30 s, 45 s, etc.).
(11) Receive DCS (R-DCS) – MENU No.10
DCS codes are similar to access codes and can be added to channels to create a kind of private channel. They allow the radio to communicate with users who are tuned to the same channel and have set the same DCS code.
You can select:
• OFF: Disabled
• R-DCS: D023N–D754N (Normal DCS)
• R-DCS: D023I–D754I (Inverted DCS)
(!) Note: The Baofeng UV-16 has 208 groups of normal and inverted DCS codes. This function cannot be changed in channel mode.
(12) Receive CTCSS (R-CTCSS) – MENU No.11
Similar to DCS codes, CTCSS sub-tone codes (analog) can be added to channels to create new sub-channels.
Note: There are 50 groups of CTCSS tones. In channel mode, CTCSS tones cannot be changed.
(13) Transmit DCS (T-DCS) – MENU No.12
In this menu you enable DCS codes in transmit mode. You can select between normal DCS (D023N–D754N) and inverted DCS (D023I–D754I).
(!) Note: There are 208 groups of DCS codes. DCS codes cannot be changed in channel mode.
(14) Transmit CTCSS (T-CTCSS) – MENU No.13
In this menu you can set the CTCSS tone in transmit mode.
You can select: OFF or CTCSS (from 67.0 to 254.1 Hz).
(!) Note: There are 50 groups of CTCSS tones. In channel mode, CTCSS tones cannot be changed.
(15) Voice function (VOICE) – MENU No.14
This function enables the voice prompt, which informs you of any operation/selection you make.
(16) ANI-ID – MENU No.15
This function allows you to set your ID code. It can be programmed using the appropriate software. You can edit up to 5 digits.
(17) DTMFST – MENU No.16
Audibility of DTMF tones during transmission. Determines when DTMF side tones can be heard from the transceiver speaker. OFF – tones are not audible. DT-ST – only tones manually entered via keypad are audible. ANI-ST – only preset tones are audible. DT+ANI – all tones are audible.
(18) Signal code (S-CODE) – MENU No.17
A set of 15 pre-programmed 5-digit DTMF codes. Selects 1 of 15 DTMF codes. DTMF codes are programmed using software and can contain up to 5 digits each.
(19) Scan resume mode (SC-REV) – MENU No.18
This function allows the Baofeng UV-16 to scan in frequency or channel mode. You can select one of three options:
• TO: Time-operated scanning
Whenever a signal is detected, the radio pauses scanning for 5 seconds, then continues scanning even if the signal is still present.
• CO: Carrier-operated scanning
Whenever a signal is detected, the radio stops scanning. It will resume scanning after the signal disappears.
• SE: Search scan
The radio stops scanning after detecting a signal.
(20) PTT-ID – MENU No.19
This function allows you to decide when to send the ANI-ID code during TX. You can select one of 4 options:
• OFF: Disabled
• BOT: Code sent when pressing PTT
• EOT: Code sent when releasing PTT
• BOTH: Code sent when pressing and releasing the PTT button
(!) Note: Select “OFF” when using in situations affecting radio operation.
(21) PTT-ID delay (PTT-LT) – MENU No.20
In this menu you can set the delay time (0–30 ms) for sending the PTT-ID.
(!) Note: Select “0” for normal use.
(22) Channel A display mode (MDF-A) – MENU No.21
This function is used to set the display mode for channel A.
Display modes:
• FREQ.: Frequency + channel number
• CH: Channel number
• NAME: Channel name
(!) Note: Channel name mode must be set using programming software. Up to three digits or characters can be edited.
(23) Channel B display mode (MDF-B) – MENU No.22
This function is used to set the display mode for channel B.
Display modes:
• FREQ.: Frequency + channel number
• CH: Channel number
• NAME: Channel name
(!) Note: Channel name mode must be set using programming software. Up to three digits or characters can be edited.
(24) Busy channel lock (BCL) – MENU No.23
When this function is enabled, it can prevent interference with other radios. If the selected channel is in use by other radios, when you press the PTT button, your radio will not transmit.
Release PTT and transmit once the frequency is free.
(25) Automatic keypad lock (AUTOLK) – MENU No.24
When this function is enabled, the keypad will automatically lock after 15 seconds; this prevents accidental key presses.
(26) Frequency shift direction (SFT-D) – MENU No.25
Using this function, you can set the direction of the frequency offset between RX and TX.
You have the following options:
“+”: Positive offset
“–”: Negative offset
OFF: No offset
(!) Note: You can set different offsets according to the repeater selected. This function is not available in channel mode.
(27) Frequency offset (OFFSET) – MENU No.26
In this menu you can set the offset between RX and TX. The frequency offset range of this transceiver is 0–69.990 MHz.
(28) Save channel (MEM-CH) – MENU No.27
When the radio is in frequency mode or standby mode, enter the desired frequency or parameters directly. To set a CTCSS tone or DCS code in TX or RX on the saved channel, refer to menu items 10–13.
(!) Note: You cannot overwrite a saved channel; it must be deleted first. See the following paragraph No.28.
(29) Delete channel (DEL-CH) – MENU No.28
In this menu you can delete a radio channel.
(30) Standby backlight (WT-LED) – MENU No.29
In this menu you can select the backlight color when the radio is in standby mode. You can choose from:
• OFF (backlight off)
• Purple
• Blue
• Orange
(31) RX backlight (RX-LED) – MENU No.30
In this menu you can select the backlight color when receiving. You can choose from:
• OFF (backlight off)
• Purple
• Blue
• Orange
(32) TX backlight (TX-LED) – MENU No.31
You can select the backlight color when transmitting. Available colors:
• OFF (backlight off)
• Purple
• Blue
• Orange
(33) Alarm mode (AL-MOD) – MENU No.32
This function can set an audible alarm/code signal/alarm at the radio site. Hold the [CALL] button for 3 seconds to activate the alarm. Three options are available:
• SITE: The speaker emits an alarm sound, but the radio does not transmit;
• TONE: The speaker emits an alarm sound, and the radio transmits it;
• CODE: The speaker emits an alarm sound, and the radio transmits it, followed by the ANI-ID code.
(34) Dual standby (TDR-AB) – MENU No.34
When this function is enabled, you can receive signals on channel A/B or frequency. It can also be used for cross-band reception and transmission. You can select one of the following options:
OFF: Baofeng UV-16 can receive on both VFOs (not simultaneously); ^ or ¡ will flash in the transmit frequency band.
A: The radio can receive on both VFOs (not simultaneously), but can only transmit on VFO A.
B: Baofeng UV-16 can receive on both VFOs (not simultaneously), but can only transmit on VFO B.
If you select option A, this means 432.5875 MHz is the transmit frequency band, and 145.550 MHz is the receive frequency band; the upper VFO shows 432.5875 MHz, and the lower VFO shows 145.550 MHz; you can receive on both 432.5875 MHz and 145.550 MHz, but can transmit only on 432.5875 MHz.
If you select option B, 145.550 MHz is the transmit frequency band, and 432.5875 MHz is the receive frequency band. The upper VFO will display 432.5875 MHz, and the lower VFO will display 145.550 MHz; you can receive on both 432.5875 MHz and 145.550 MHz, but transmit only on 145.550 MHz.
Example: on the LCD
(35) Squelch tail elimination (STE) – MENU No.35
This function is useful for eliminating the annoying tone after transmission ends (end-of-transmission squelch noise suppressor).
(36) Repeater squelch tail elimination (RP-STE) – MENU No.36
This function is used when the radio operates through a repeater; when the PTT button is released, the repeater will generate an end-of-transmission signal confirming its operation.
Available settings:
OFF, 1, 2, 3, 4, 5 … 10 for setting the delay time.
(!) Note: Please disable this function for normal use to avoid interfering with your usual conversation.
(37) Repeater tail tone delay (RPT-RL) – MENU No.37
With this function you have confirmation that the repeater transmitted a signal. You can select from:
OFF
1, 2, 3, 4, 5 … 10 for setting the delay time.
(38) Power-on display mode (PONMSG) – MENU No.38
This function allows you to set the display mode at radio startup. Available options:
• FULL: Full frequency symbol is displayed.
• MSG: UV-16 is displayed.
(39) Roger beep (ROGER) – MENU No.39
When the PTT button is released, the radio will emit a beep to confirm to other users that you have finished transmitting and that they may begin speaking.
(40) Reset (RESET) – MENU No.40
This function allows you to reset the transceiver to factory defaults and parameters. After this, the desired functions can be reconfigured.
There are two types of reset:
• VFO: Reset menu
• ALL: Reset menu and channel
(41) 1000 Hz, 1450 Hz, 1750 Hz, 2100 Hz repeater tone (R-TONE) – MENU No.41
This function allows you to select a 1000 Hz, 1450 Hz, 1750 Hz, or 2100 Hz repeater tone. To send the repeater signal, hold [PTT] + [SOS].
If keypad lock is enabled, you can still send a 1750 Hz tone in the normal way without unlocking the radio.
Appendix A. Troubleshooting Guide
